Midstream Management Singapore Private Limited continues to make significant contributions to the SIRE (Ship Inspection Report Program), performing inspections on behalf of OCIMF (Oil Companies International Marine Forum) members and playing a key role in the ongoing development and improvement of the SIRE system itself. Our extensive global network of inspectors brings vast experience and expertise, enhancing the SIRE program’s quality and effectiveness. With a track record of training new inspectors on behalf of OCIMF, we ensure the continued excellence of the program, reinforcing its position as a leading tool in the maritime industry.

Thanks to our worldwide presence and skilled team, Midstream Management is well-positioned to offer fast, efficient, and professional services at short notice, covering most key locations globally.

In addition, we specialize in OCIMF OVID Inspections, delivering high-quality marine surveys that adhere to the highest standards. We provide a comprehensive range of support services across the marine, construction, drilling, and floating production industries. Our significant experience in OCIMF OVID Inspections spans several sectors, including Marine, Engineering, Offshore, and Dynamic Positioning (DP), ensuring our clients receive expert, reliable services across these vital areas.

Flag State Inspections (FSI) are essential for ensuring that vessels flying a particular flag maintain the required standards set by the flag state. These inspections are carried out by approved Flag State Inspectors and involve a thorough verification of statutory documentation, alongside a detailed examination of the vessel’s structure, machinery, and equipment. Additionally, more comprehensive checks may be performed on fire-fighting systems, life-saving appliances, and safety equipment to ensure operational readiness and compliance with international regulations.

Flag State Inspections typically fall under one of the following categories:

  • Annual Inspection: Conducted routinely to ensure the vessel continues to meet the flag state’s standards.
  • Special Inspection: Performed when a vessel has been detained or when there are concerns regarding the vessel’s condition or operational capabilities.
  • Pre-Registration Inspection: Conducted prior to the issuance of registration documents to verify that the vessel meets the necessary requirements for flag state registration.

At Midstream Management Singapore Private Limited, we offer expert Flag State Inspection services, ensuring that all necessary checks are conducted to guarantee compliance and the continued safety and performance of your vessel.

Navigational Audits are a vital tool designed to enhance navigational safety standards within shipping companies. In accordance with OCIMF TMSA Element 5, operators are required to arrange independent navigational reviews to assess navigational competence. A Navigational Audit systematically evaluates how well a ship operator’s navigational procedures are being followed, providing an independent assessment of the vessel’s operational practices.

These audits are not conducted while the vessel is in port, ensuring that they accurately reflect real-world operating conditions. The audit process begins with a discussion between the ship operator and the independent auditor to define the program’s objectives and outcomes. Topics addressed include determining the percentage of the fleet to be audited annually, how to follow up on any identified issues, and the audit frequency.

Ideally, the results of the navigational audits are linked directly to the operator’s training program. This training may take place in a simulator or be conducted onboard during the audits themselves, ensuring that crew members are continuously improving and staying up to date with best practices in navigational safety.

At Midstream Management Singapore Private Limited, we provide expert Real-Time Navigational Audits, ensuring that your fleet consistently operates with the highest navigational safety standards and adheres to all regulatory requirements.

How we do it –

At Midstream Management Singapore Private Limited, we offer a comprehensive Navigational Audit process designed to enhance the navigational safety and operational efficiency of your fleet. Our audit process consists of several key elements to ensure a thorough assessment of your vessel’s navigational practices, crew competency, and compliance with industry standards.

The audit process includes, but is not limited to, the following components:

  1. Navigational Skills and Procedures Assessment: Evaluating how effectively the vessel’s crew adheres to navigational procedures and protocols.
  2. Bridge Team Management / Resource Management: Assessing the performance and coordination of the bridge team, ensuring efficient resource allocation and teamwork.
  3. ECDIS / Nautical Charts, Publications, and Chart Corrections: Ensuring accurate and up-to-date navigational information is used, including the correct application of ECDIS, charts, and publications.
  4. Evaluation of Bridge Team Competency: Assessing the bridge team’s professional knowledge, navigation practices, compliance, and soft skills such as communication and decision-making.
  5. Officer Interviews and Training: Conducting one-on-one interviews with each officer, providing real-time assessments, training sessions, PowerPoint presentations, and open forums for knowledge sharing.

Our auditors are highly qualified, possessing relevant experience and up-to-date knowledge of industry standards. They are continuously updated with our own pool of recurring findings to ensure they provide the most effective and insightful audits.

We utilize checklists and questionnaires based on industry standards (e.g., SIRE/VIQ) and Oil Majors’ requirements. By analyzing audit results, we identify weak areas, training needs, and emerging trends in line with TMSA2, Element 5.

After the audit, we provide a detailed report that reflects the navigational practices, highlighting compliance with your procedures and applicable industry requirements. The final debrief is a crucial part of the process, where, despite potential disagreements, we focus on identifying gaps and suggesting improvements to enhance your fleet’s overall navigational safety and operational efficiency.

At Midstream Management, our goal is to help you achieve the highest standards in navigational safety while continually improving operational practices and crew proficiency.

At Midstream Management Singapore Private Limited, we understand the importance of distinguishing organizations that fully embrace the International Safety Management (ISM) Code from those that simply meet the minimum requirements. To provide a true picture of safety and environmental protection standards, we have developed an in-house audit model aligned with the Oil Majors’ requirements, which ensures that our audits reflect the organization’s genuine commitment to safety and compliance.

Our audits focus on:

  • Reviewing the Safety Management System (SMS): We thoroughly examine the SMS procedures and the organizational culture of the company, identifying any gaps and redesigning or developing additional procedures to enhance the effectiveness of the SMS. Our goal is to ensure that the SMS is fully capable of addressing any deficiencies and improving overall safety practices.
  • Internal/External Shipboard Audits: Recognizing the critical role of shipboard audits in continuous improvement, we provide highly qualified in-house nautical and engineering auditors who regularly visit vessels to conduct unbiased, factual audits. These audits are essential in detecting and preventing potential deficiencies that could lead to incidents or accidents.
  • Compliance Monitoring and Risk Prevention: We test internal controls, monitor compliance with company policies, and ensure adherence to safety procedures, helping to reduce risks and improve operational safety.

Our structured approach ensures that your vessels continuously adhere to the Ship Security Plan (SSP), as well as the requirements of ISMISO, and ISPS codes, ensuring alignment with best practices in the industry. We also ensure that all audits are conducted periodically in line with the requirements of the Code and the company’s operational schedule, maintaining a continuous focus on safety and regulatory compliance.

At Midstream Management, we are committed to helping you enhance safety, environmental protection, and compliance with all relevant international standards, driving operational excellence across your fleet.

At Midstream Management Singapore Private Limited, we conduct comprehensive Cargo Audits as part of the TMSA (Tankers Management and Self-Assessment) requirements. Our team of highly experienced Master Mariners carries out extensive cargo audits to ensure operational efficiency, safety, and compliance with industry standards.

We have developed an in-house Cargo Audit Checklist that aligns with TMSA requirements, offering a detailed evaluation of onboard personnel’s soft skills, knowledge, and practices related to cargo operations. This checklist provides a complete overview of the key areas that impact cargo handling, ensuring that your team adheres to the highest operational standards.

Additionally, we can customize Cargo Audits using company-specific checklists, tailoring our approach to meet your specific operational requirements.

Our auditors, when onboard, act as an extended arm of the organization rather than as third-party auditors. This collaborative approach ensures a deeper understanding of your operations and fosters a continuous improvement mindset.

As part of the audit process, we also provide training and rectification while onboard to address any issues in real time. This proactive approach ensures that no observations are made by third-party inspectors, keeping your operations compliant and efficient.

At Midstream Management, our goal is to support the seamless execution of cargo operations while ensuring compliance, enhancing safety, and improving the skillset of your crew.

At Midstream Management Singapore Private Limited, we provide comprehensive support in preparing for TMSA (Tanker Management and Self-Assessment)MTMSA (Marine Terminal Management and Self-Assessment), and OVMSA (Offshore Vessel Management and Self-Assessment) audits. Tanker Management and Self-Assessment (TMSA)

Introduced in 2004, the TMSA has become an essential tool for operators to assess, measure, and improve their safety management systems. It also helps OCIMF members and charterers gauge the effectiveness of a company against industry standards. Midstream Management has extensive experience working with OCIMF members to conduct TMSA audits and continuously improve the process. Our experienced consultants identify gaps between the operator’s submission and key performance indicators, providing actionable recommendations for improvement and helping clients elevate their safety and operational standards.

Marine Terminal Management and Self-Assessment (MTMSA)
